ststus of new 16g cycling

hi, i've been cycling my 16g for about 3 weeks now. my ph is perfect, ammonia is 0, nitrites are 0 and i have no nitrates. is something wrong ? i thought i should have some nitrates. can i add fish now ?

Have you been adding a source of ammonia to the tank?

+1 to the above. Letting a tank run doesn't cycle it; you have to add an ammonia source. Give this a read; it mentions how to cycle: Guide to Starting a Freshwater Aquarium - Aquarium Advice

i've been adding ammonia. i'll read the article. i just had to drain the tank because it was soaked underneath it. don't know what the problem is yet
