Sulfer defuser?

So the guy I bought my skimmer from gave me this thing. I want to say he called it a Sulfer defuser. Any thoughts here? I haven't heard of these and it obviously home made. Any info is great! Thanks!

Yeah that's what he told me it did but I have no clue as to how I'm supposed to set it up or even if it's worth it
