Taking plants on international flights?

I'm currently vacationing in Poland, and I visited a Aquatic supply store to compare prices and such.
I saw the extremely low prices of the Aquatic plants and I was absolutely blown away. I need to take some home! Can I take them home with no water, wrapped in moist paper towels in Ziploc bags? Should they go in my carry-on or my checked bag? Will the TSA give me a hard time?
I know certain species (anacharis, cambomba) may be banned, so they're off my list. What steps should I take to bring them home to the United States?

Can you check on a website what you have to declare or anything? Here we have brought stuff back (not aquarium related) and declared it as needed at airport. Sometimes it's ok, sometimes not but it was so cheap it didn't matter either way.

The quarantine people were pretty good. Stuff that wasn't ok they showed us why (eg exotic insect nests).
