Well I am pretty sure my tank has a wood frame or something like one. Looks like it was painted black (which I love) at one point and its chipping off in spots where it has been bumped or scratched. Is there a safe way to bring it back to black??? Thanks!

You are just painting the outside? Pretty much anything will be safe once cured. However, for a long lasting job, some of the marine epoxy paints or a spar finish would be best around water.
