Translucent specks?

Hey,

My scopas tang has some dots in the space around his eyes, they aren't just part of his color, and they aren't white either. They're just clear. He hasn't been flashing and he has no other symptoms. What could this be? Excess mucus?

Does it look like the start of HLLE?

It does not. But it's never dealt with HLLE before. Some places are saying to use medicated food. If it is HLLE, Would this food be reef safe, and where do I get it/how do I make it?
