Under substrate jet system question

Was doing some research on an under gravel jet system. I saw pictures with this plastic grate system in place between the pipes. Any ideas on what it's for? Any info appreciated.
I do know it's a grate for fluorescent lighting for lowered ceiling but I just don't know why it's in the tank.

My guess is that it doesn't have any thing to do with the water jets. The owner of that tank might be planning on placing some heavy rocks (or something) in there and doesn't want the weight resting directly on the bottom glass. The plastic eggcrate will allow the weight to be more evenly distributed across the whole bottom.
Just a guess though.
