Water Hardness issues

I've had my tank cycling for nearly a month. Nitrites had started to show up and ammonia was dropping when I suddenly had a pH spike. it had been around 7.8 but suddenly went up to 8.6. I did a 50% pwc and it came back down a little but it appears my cycle has stopped. I grabbed a api test strip kit from the local pet store to check hardness. (I'm going to order a better kit soon, it was all they had.) All of the reading that I normally take were right were they had been for the last week since the spike:
pH: 7.8
Nitrite: 0.5
Nitrate: 0

My concern is the hardness readings.
General hardness: ~15
KH: offscale high, >240
Double checked and then checked my tap water, Identical readings. It appears that the spike may have totally stalled my cycle as my Ammonia, nitrites and nitrates have been the same ever since.

Will a RO filter like this work?
Reverse Osmosis Water Filter System

Or would something else work better?
