If you have an outside spigot, those are often plumbed to NOT be routed through the water softener. I know that is the case at my house. My outside water has a Ph of 8.4, my softened tap water has a Ph of 7.4 and my RO/DI filter water shows 6.8-7.0.

So check the outside water first, if you have access to it. It will likely be unsoftened if the house was plumbed with a water softener in mind.
