What is this?

Seems to be diatoms. Nothing to worry about. It doesn't come from over feeding. They eat silicates commonly found in aquarium sand. Natural part of the cycle. If you can snap a picture with less noise that'd be great.
 
A good way to get rid of this would be
-

-up-Ing your water changes
-feed less
-stir sandbed twice a week
-buy a conch(part of clean up crew)
-add some kind ore handicap filtration to fight it(like chemi pure elite)

Diatoms have nothing to do with overfeeding/nutrient issues in systems. If it is diatoms, as you can't see anything from your picture, then you just have to wait until the silicates are consumed from the sandbed.
If it was an algae issue, there are links to battling algae issues in my signature that will help with nutrient removal and prevention.
 
Yeah. Well it looks like what a sand bed looks like a couple months after being in the tank. Is there any spots in particular that you see brown growth?

Ya that's one of the darkest spots. The tanks been set up since August.
