Definitely lower. 1.025 is pretty much the highest SG you're gonna want for anything, inverts being the saltiest of the crowd. Fish are happy with lower salinities as well.
Pick a value between 22 and 25 and keep it there. Consistency is more important than the actual #, as long as the # is reasonable. Old books and some folks recomend a sg of 19 to 20 as it is supposed to stress the fish less, but most people don't follow that theory anymore.
