Look up lymphocystis it is a type of fungal infection. It usually takes hold when a fish has been injured which allows the infection to take hold. There really Is no cure other then good husbandry ie pristine water quality, good food, and a stress free environment. Is there any aggression in your tank? I could be wrong but it dosent look like ick to me. Good luck
