Whats this white stuff?

What is this and how do I rid of it? I gravel vac it last time, and here it is again..

In tank I have:
One dwarf puffer
One Marimo moss ball
Java moss
Food consisting of frozen blood worms and brine shrimp
Open top tank
5gallon fluval
Upgraded 13w fluval light
Upgraded to aqua clear 20
Not many water changes or gravel cleaning

Also, what is and how is this dirt thing on rocks?

U might be able to see some white stuff hanging on part of java moss on the closeup.

What looks like dirt is algae. I can't really see the white stuff.

How often are you changing the water in the tanks? How long has the tank been set up and how long each day are you leaving the lights on?

Last time I did a pwc was about a week ago. Tank was set up for about a month now, and light stays on for about 3to 4 hrs a day.
