Whats wrong with my lemon yellow

Has a bloody white mass by his tail, and a few protruding white bumps. No other fish in the tank appear sick. Seems sluggish.

Ph is 8.2 no ammonia nitrites or nitrates

Do you have any aquarium salt? That and some melafix should help. Primafix too if you have it.
 
All that? Will it be ok to treat the main tank? My second tank is currently being used as a breeder.
 
It looks like a secondary bactiera infection brought on by parasites. Don't bother with Melafix/Pimafix and skip right to a medication Paraguard or Kanaplex by Seachem, they are both a broad spectrum medication for parasites and bactiera infections. I would treat the entire tank and not isolate the individual fish.
 
Looks much worse today, but I did get paraguard in today... Hopefully in enough time.
