is this a betta?

So I was looking through a new store here and found they have bettas in cups. I've never seen then in cups in Australia before!

Anyway I found this guy, he looks odd! Is he a betta?

It's been my experience that young females have these lines and grow out if them as they mature. They do show when stressed in adulthood.

I agree its either a female or young male betta. Sometimes with females you can see a little white spot poking out by their anal, that's where the eggs come out.

Good one! I forgot about that. It's called an ovipositor.

Checked with my local betta expert (the GF), and she agrees that it's a young female betta that's having a very bad day.
