That is probably normal schooling behavior.

What i mean is 1 fish being a "bully" towards the rest? Maybe he bullied the other one and with the stress of the new tank he passed?

They're trying to establish who the alpha neon tetra is, it's normal behavior especially with new fish in a new environment. That kind of behavior will die down in a week or so.
