Long story short:
• Bought used 28g nano.
• Leak tested the display area, but failed to get water into overflow filtration area to which had a leak.
• Had already put LS in tank so I lost the initial water introduced to the LS.
• Sealed tank with 100% silicone.
• Had put the LS in a small spare tank with circulation while silicone cured.
• Put LS back in with new water after leak was fixed, however, didn't get salt mixed and put in before having to drop everything and take emergency flight.
• ? Is my nitrogen cycle going to cycle correctly if I put salt in now and add the LR ?

It will be fine. Even if you completely sterilized the live sand your tank would cycle just fine as long as you follow the proper steps of adding ammonia and monitoring its consumption.
