I've seen eels and lionfish co-inhabit a tank..it was a baby volitan lionfish..not sure on the eel...a huge predator tank would be amazing though...check out the dogfaced puffer..quite a unique look
A snowflake is your best bet, you just have to make sure there's no way they can escape. The eel would still do better with larger fish like the harlequin tusk or some puffers than little fish though. It will eat anything it can fit in its mouth.
