what are the best parameters

Hi all, I have had my 30 gal cycling now for three weeks. I am a little confused as to where the major parameters for a fowlr should be. Here is where mine are now and just wonder where they should be.
My temp is stable at 76
my salt level is stable at 1.024
my nitrates are staying at 10
my nitrites went from 8 to 3 today
and my ammonia is 3

I know the goal is to have the ammonia at 0 and was told that the nitrites should be between 7-9 and nitrates should be 0. Is this correct?

the goal is 0 nitrite 0 ammonia in a fowlr
nitrates 0 to 20 is ok in a fowlr
looks like your almost done with your cycle maybe another day or so
 
I appreciate the reply and am getting excited to think all the hard work, water changes, testing is finally starting to pay off. This has been something I have wanted for years and now it is becomeing a reality. I know I have a lot to learn and what to do when ammonia rises, and the other parameters go out of line. But, like I was told, take it one small baby step at a time.
