Never seen really RED algae before? I get it all the time, most likely from the algae dying off after a shot of H2O2. Looks like a brush fire, doesn't it?
....I just read the other thread about your lighting. AHS (Aquarium Hobby Supply) can't be beat if you don't mind a little assembly. All the lights on all my aquariums have AHS lights - even the non-planted ones!
Is that Mayaca fluviatilis? Kinda looks like Rotala wallichi to me, but I guess the coloring is different... Either way, stick with it! It probably isn't dead, but may require a few weeks to adjust to the new environment. Watch the hair algae growing on the far left stem. If the plant isn't...

D'oh...I forgot about wrapping it in wet newspaper before putting it in the baggie. That's what I did for the plants I send madasafish and they got to him in good shape through the USPS (Cincinnati to NYC.)

For my 10gal with EcoComplete, I used a hand-held hacksaw to cut the Flourish tabs into 1/2 and 1/4 pieces. I tried using a razor and a kitchen knife to break them in half, but it's dangerous and really inaccurate. The fine-tooth hacksaw blade makes a clean cut with very little effort...
I'd leave the roots on as they could have stored nutrients the plant will need while in transit. Earlier this week I sent a few plants to madasafish...wrapped in wet newspaper, put in a ziplock bag, then added a little extra water. Hopefully they got to him ok, but I won't know until he gets...
My Rotala wallichii is doing great in the 10gal. Obviously it needs high light, but also CO2 in the 15-30ppm range and iron supplementation. Stepping up to the 2x96 would definitely help...and my wallichii looks great under 10,000K lights. What trace/micro supplementation are you using? Can...
The ticking is normal with fluourescent bulbs starting up. If the bulb or starter are going bad, you'll get the irregularities and difficulty staying lit. Try a new bulb first. If the problem persists, change the starter.
