The bacteria that was in the sump will be dead so of no use too you.
You really haven't cycled the tank long enough at all.
Keep up with your regular water changes and hope.
The best thing you can possibly do is get some seeded media maybe from you LFS or a friend who has a tank and use that...
It's ich simple as that.if you have an empty cycled spare tank you could buy him and treat him in there

There's no need to use salt unless your fish has something like ich,it parts undue stress on the fish.
That's my opinion anyway :)

Did you cycle your tank before adding your fish?
Or did you just add water and the meds and put the fish in?
Is it a brand new filter you have on and brand new media inside it?

Keep doing regular daily water changes until you can find homes for some of the fish as sadly you are over stocked and your filter can't keep up with your bioload.fresh water changes will really help for now.
Common pleco can be known to take the slime coat of fish and small fish can be killed...

They will move and scoot around they can actually be very tricky to catch if your moving them there quicker than you think.
Once you have one you won't turn back and they great thing is they dont grow to big.

You could pop to your LFS and ask for some cycled media add that too speed things up.
Also when you are doing your water changes please make sure you add de-chlorinator to make it safe for the fish.
