Neocaridina species of shrimp will live in water a few degrees above freezing for short periods of time, but will thrive at 60 and above. They stop breeding around 55-60 degrees.
 
They can live at that temp for sure, but I would knock it back a bit. I find they live longer at lower temps. I generally keep mine at 68-75. Plus, shrimp like well oxygenated water, and you don't have a filter in there agitating the water at all. The warmer the water the less dissolved oxygen is available.
 
Cherry shrimp would look great in the tank, make sure to put lots of plants!
