Recently got a new light fixture for my dad, it contains 4 bulbs on 2 different switches. 2 bulbs are normal daylight t5s and the other 2 are acentic(i think thats how you spell it) could my dad use the acentic as a moon light for an hour after the main lights go out with causing to much trouble.

If its just on for an hour then no. The problem I've had with actinic T5 lights is they tend to promote algae growth in a fw tank if left on for a few hours or more.

Thats could to know, it seems a waste to not just use them and plus it does look cool at night : )
