when i finish my upgrades i will most likely have an empty ten gallon. i was wondering what (if any) cichlids could go in a 10 gallon

dwarf cichlids like dwarf gourami, dwarf angels, cockatoo apistos, shellies (lamprologus occellatus), pseudocrenilabrus.

you could use it as a fry or quaranteen tank x

Short answer is no, most dwarf cichlids are best suited to a 20 long or bigger.

As far as I know there is no such thing a dwarf angels. The bare minimum for a pair of Scalare Angels is 29 gallon with no tank mates. The lager Altum Angels require a very long deep tank.

There are some leopoldi's angelfish that are smaller than the scalare, but they are not very common in the hobby at all and are not '10g' small by any means.

I agree that shelldwellers would be about the only thing I'd even attempt, and with them I'd even prefer something a bit bigger, I have n.multis in a 15 right now and if I had to do it over they'd probably be in a 20L.
