I think you are talking about nitrite. You would want to keep it below .25ppm(when cycling with fish) but it should be zero if your tank is cycled. As for nitrates, anything below 40 is ideal.
i guess ive been doing a lot of unneccesary PWCs
 
He is in hospital tank. I will keep eye on him in the next few days. If anything changes I'll let everyone know. Either way. Don't want to risk 4 dollar fish ruining all my others.
 
Update: I had my tetra in hospital tank, with two other tetras to get better, and a discus, and pleco. After a few weeks all fish were healthy and active can be. The spot disappeared, and the access white film went away. Never transferred from fish to fish. All fish alive and happy. Now in main display tank. :Update
