Fish are swimming at top

We just set up a new tank yesterday with a sort of dinosaur fish and an albino bala shark with a few feeder fish. We woke up this morning and the tank was very foggy. It has cleared up a bit but now the shark and feeder fish are swimming aroun at the top like they are trying to breath. We have a top fin 20 filter. We treated it for nitrate and ammonia before we put the fish in. What's wrong?
 
You should let your tank run a while before you put fish in it.
 
It ran most of the day before we put them in. The temp is at like 78 79. Could that have anything to do with oxygen?
 
I would have let it run at the least for a week depending on size & he's right it would be a very good idea to cycle it.
