Goldfish not looking good

My oranda is also swimming erratically shaking on the spot.. with mouth open and closed fins. Doesn't move much and isn't eating. But to look at the scales are healthy.
Recently had an ammonia problem but now fixed and was levels are fine.

Any advice?

What is the Nitrite and Nitrate levels if ammonia is .25 or less?
