Hardened Salt

I have never encountered moisture already in sealed bags. My salt for decades has poured like sugar and had zero if any moisture content. I wouldn't use a salt that arrived wet.

In general, this is a mined product with some additives. The salt doesn't change, but moisture might have an effect over certain additives. I would still use it.

all the salt mixes I have ever seen had some amount of moisture, at least enough that if squeezed in your hand you can form a loose ball out of it.
I'm not talking dripping with moisture, but it certainly isn't cracker dry, at least not in my experience.
 
Reef crystals flows thru your hands. It is powder dry. That's all I use so can't speak to others.

Sure there may be some chemistry going on but I bet you a dollar that if you use it your tank will be fine.

Mix it well until it is clear and you will probably not notice a difference

One of the best mixes is evaporated sea water
