Having Issues

Ok guys my 10 gallon planted tank isn't doing so hot, and I can't figure out why, it's not that plants are dieing or anything but it doest seem like there has been any new growth in the last month. Here are my stats on my tank:

Lighting:
F15T8 tube 5500K
1 13W cfl 5000K

Water:
GH- 180
KH- 180
PH-7.5
NO2- 0
NO3- 0

CO2:
DIY

Substrate:
Black Gravel 2 1/2 in
Layered with, API First Layer Pure Laterite

Fertilizer:
API Leaf Zone once a week

Plants:
2 wisteria
1 pecock fern
And trying to form carpet out of 1 bunch of dwarf sword hair grass spred out over the tank

Very new to planted tanks but from what I've read your bulbs would be better in the 6500K realm.

Thanks, yea I went to Lowes the other day and squeezed two 20 watt cfls that are 6500K
