HELP:: neon tetra losing scales!!

Is there anything else going on with it? Acting strange? Not eating? Have you tested your tank? Is your tank cycled?

The tank is heavily planted ammonia 0 nitrite 0 and nitrate was showing <1. Ph is 7.0 flat. There are 4 other neons in the tank and they seem to be bothering him. Every time he is chased i see a couple scales come off, then the other fish eat them!
