HOB Filter in 10 gal

I have an HOB filter that came with a 10gal starter kit setup. It all seemed so economical... Anyway, the filter doesn't have that much power since its a small tank etc... and I'm wondering if its creating enough surface agitation to fully oxygenize :) the tank. How can I tell besides waiting for a fish to die?
 
It is rippling a little. Nothing compared to the one I have on my 38 gal, but I suppose thats to be expected, and yet also why I was worried I needed more. Thanks for the piece of mind.
