Do I buy a heater rated double the capacity of my tank? Similar to what you would do with a filter.

Too small of a heater won't keep the tank warm enough. Too large of a heater isn't a problem unless the heater runs away. A bigger heater will reduce the time you have to catch the malfunction and save your tank. For heaters I generally just go with the manufacturer's recommendation.
