Can anyone please tell me what this is? . I think it's some kind of a urchin but not sure.

Looks like an urchin all right. I think its called a needle spine urchin but not sure... I have one in my tank. It's a rock boring urchin that I'm sure!

Cool thanks for the reply . And it only comes out when lights are off

Yep that's how mine is too. He have a hole in one of my live rock that he stays all the time while the lights are on.
