is it ich?

i cleaned my tank today and noticed that two of my neons had little white spots on them. then i noticed that my dragon fish also has them.
could this be ich or something else? i don't want any more of my fish to die. now that i've said that i suppose i should mention that in the last week i found four dead glow tetras. i have also tried to put plecos in but they have all died.
any advice is welcome.

does it look like salt grains?
if you can post pictures to help people identify it.

the pics of the tetras didnt come out to clear, but the ones of the dragon did. i hope this helps
