Is this CO2 system any good?

Is this CO2 system (or one like it) any good? Anyone??? Help a CO2 newbie out!

Looking to upgrade from my bio yeast-based system, and don't know too much about more sophisticated set-ups. Is this one any good? Pros / cons?

P.S. My tank is small, 64 liters (74 US gallons), and has quite a fair amount of plants.
