So if I get Otos all I need is sand shells and maybe a rock to increase ph?

You can add crushed coral to the filter to raise PH. I would not add Ottos until the tank has been established for at least 6 months so there is enough bio film for them to eat.

Granite should not effect your ph whereas limestone will harden your water and raise your ph.

Ottos do best in groups of 5+, but keep in mind you don't want to add any for awhile.

I'd just add crushed coral at the start but that all sounds good!
