loss of vigour

I have a lightly stocked 29gal. with bloodfin tetras. No health/quality issues for many years.

One of them has been not doing as well as the rest, almost like the fish is getting smaller, especially on the ventral side. He is also hanging out away from the other fish. Not really getting picked on, tho.

Was watching him and noticed when I put the food in (micro pellets), he tried to put it in his mouth and every piece came out - he was not able to swallow.
Also noticed poop hanging off the vent (really unusual for my fishies) but it is gone now.
While it is possible he could be at the end of his natural life, I thought it was unusual that he isn't able to eat.
Thoughts on what to do?
 
Aw, thanks. I have been meaning to update, anyway.
Fish is doing OK now. Schooling with the other bloodfins again. Eating food better than he was, but I still think he has a slight issue keeping the food in his mouth.
