I saw something called Dwarf Hair Grass. Any thoughts on that?

It's considered a medium light plant- while that isn't specific, I don't think you would have much success growing it with your lights. You could try it and see how it turns out, though. If you really want to grow plants well, you could add a co2 system. You could also modify the lights to make them brighter so you have more options when it comes to plants.

Well, I'm sorry, but you cant keep an angel fish healthy in a tiny tank. It's possible, but it's highly unlikely it will thrive.
