Question about when to do PWC

I am cycling a 28 gallon, using Prime and just added seeded material on Saturday.

My ammonia has been testing at a .25 today and yesterday. I did a PWC (50%) on Saturday when I added the media. Nitrates are equal to tap water and Nitrites have consistently been 0.

Should I do a water change tonight because Prime works for 48 hrs or wait for ammonia to go to .5?

Oops yes sorry. There are 6 neon tetras.

If you have time and just want to you could but its not gonna really hurt them to wait. I've waited overnight on mine before.
