Residue from algae in a 45 gallon tank

I recently bought a 45 gallon setup from a woman for $85.00. The tank seems to be in good shape, however there is some residue on the glass. The woman told me it is probably from algae that formed when the tank was in use. I was wondering, is there any way to get that stuff off? Or is it permanent?
 
Scrape it with a straight edge blade. Try white vinegar, if you absolutely have to you can use bleach just be sure to rinse it well and often to remove all traces of the bleach.
 
soak it forst in some warm water and then try to scrape it off with a razor, don't use any cleaners on the inside of the tank or pumps though, only the outside
