Shocked Fish?

I was looking at my fry tank and it was super cloudy from my hubby putting tums in it for the snails. I took out the tums and noticed it smells terribly, like swamp or pond water. I did a water change and it still stinks. But my problem is, is that the water I put in was too cold and now my fry are all at the top of the water and swimming funny. Will they be ok once they get used to the water or did I just give them a death sentence?

Tums should be safe in the tank. I'm sure it's the effervescence that's knocking your fry for a loop. How many did he throw in there?
