Stands? I can get brand new 29g tanks for ~$30, without stands, I would say no.

Average price for empty used tanks is $1/gallon, so $60 for 2 29's w/some other stuff sounds reasonable enough. Not a great bargain, but not overpriced IMO.

Haggle it done to 40-50 and I'd say deal.
Cause you're definitely going to have to spend a good bit of money on other stuff for the tanks
