Stocking a 46 Gallon Tang Tank

I need help, Im stocking a 46 Gallon Tang Tank.
My filtration is 2x Aquaclear 50 (200gph ea).
Heating is a 150watt Top Fin Heater
Lighting...I dont know I was really natural looking light I want my tank to be dim but not grow algea and im going to have actinic lights for a blue tint at night or should I not.
Substrate is Eco Complete African Cichlid Gravel Substrate
For aquascaping im going to have large rocks stacked up in the back and space in the front for the shellies.
I also have a aqueon 500 powerhead.

My stocking list is::
6x Lamp. Multifasciatus
6x Julidochromis Transcriptus
4x P. Nigripinnis "Blue Neon"
2x Lamp. Compressiceps Gold Head
2x Lamp Compressiceps Black Congo

I will upgrade the tank to a 75 Gallon when everything grows out.
I might have soe anubas in there also.
