I think there eggs, i stared at it picking out every little detail i could it and this is what i got( i cant draw with a pen so.dont make fun of my drawing)
They do look like tetra eggs. More than likely they should hatch within the next 24-36 hours however unless well planted with lots of places to hide they may get eaten unless you can catch them and put them in a breeder net. You must have a pretty good tank because I've heard that tetras only lay eggs in very specific conditions
