Ihad 2 par38 bulbs that I just sold off but I would think the answer would be yes, depending on the bulb.
I had a nanotuners 5 led total 15 watt bulb and a 12 bulb 36 watt PAR38 with 36 watts, (cant remember the name, was like the ecoxitcs though).
The light should be enough but what kind of nem are you looking to put in a 10g? the only one I could remotely suggest is a maxi mini as they can only grow to 6 inches. other nems will quickly outgrow that tank in my opinion.
