actinic 03 question

just got my bulbs in the mail...the actinic 03 is labeled...but the tube is white.
I figured it'd be blue.

does it only look blue when powered? Or, did I get sent the wrong bulb.

It is the phosphors in the bulb that make the color not the glass! It will be blue!!

thanks. it just seemed weird, but now I understand that its the phosphors, not some cheap blue paint, that distinguish true actinic 03 from 'blue' actinic bulbs.
