Bio balls or rock?

I'm already setup but wanted some answers.

I hear people say use live rock instead of bio balls for filter media in a sump. Everyone says that because the bio balls get "dirty"

Wouldn't the same set of rules apply to live rock as well, if both are submerged, aren't they both performing the same duties and suffer the same consequences? I'm sure at some point, live rock gets dirty as well, doesn't it? I'm sure I am wrong for some odd reason or another, but something just doesn't make sense.
