Cyano?

A few days ago, I started to notice wispy brown hair growing from the edges of my LR... today it's is more pronounced... the brown hair seems to be growing from brown clumps and I noticed an almost clear coating around the area of the clumps... is this a form of Cyanobacteria?

I had a bad cyano attack about a month and a half ago.. but then it was a dark red film that coated everything from sand to rock.
