Im building a sump and have some questions

Im going to build a sump for my 60 gallon reef tank and was wondering if I should incorporate bio balls in it, also should I add a refugium to it as well?

You could build a fuge into as long as you slow the flow going trough it, but I would not add the bioballs. from what I here they are no good for SW.

imo it really doesnt matter on the flow of a fuge !! macros grow great in a display with 20x the water flow !! also found with a slower flow you will get a build up of waste !! pods dont mind either
