Is Cleaner Shrimp dead or Molting?

Ya get him out of there. Cleaner shrimp are usually easy to keep, make sure your salinity is around .0124 for inverts. A little higher than you would normally keep for fish. And your nitrates should be below 2, 0 preferable.
