The tetras aren't going to school together. You'd need to bump all the schools up to 6. Which won't be enough room for them all.

Ok, this is my final stock, let's see how it goes, I'll upload pics as soon as I can
4 harlequin rasbora
4 neon tetras
3 Cory catfish
4 longfin red minor tetra
4 phantom tetra

There isn't enough room... Your trying to cram 16 fast active fish in a 20 gallon tank. 8 of these are large bodied fish.
From the fish you've been looking at I would highly reccomend
10 smaller tetras or 8 larger tetras
1 gourami
5 cories

Ok, so I guess 6 neon tetras, 6 harlequin rasboras, a dwarf gourami ( can I put two?), and five Cory catfish, 12 ghost shrimp

You can't put 2 male gourami in most tanks. I'd drop the 2 schools down to 5 and you should be good.

So 5 neon tetras, 5 harlequin rasboras, 5 male guppies, a dwarf gourami, and 5 Cory's would work?

Drop the guppies and you should be good.

I WOULD RECCOMEND GUPPIES! Because they come in multiple colous and are very beautiful,and get a filter that works on bigger tanks.My 10 gallon tank has a filter meant to work in a 50 gallon tank.I totally reccomend aquaclear.Aqueon doesn't work very well

They fight, poop a lot, and would over stock your tank.

With the 10 schooling fish, 1 DG, and 5 cories your tank would be PACKED! Lots of movement.

About 2 years in the hobby. I just spend almost every night to research on fish. Looking at other people's tanks.
FW community stocking is easy-
X? centerpiece
X? Schooling fish
X? Cory/loaches/catfish

Anyway, if you want to replace the dwarf gourami with 2 German blue rams that would be fine.

some petsmarts around me have Rams, both Germans and Bolivians. Ask yours if they can get them in.
